Kinshasa, April 4th, 2025 (CPA) – The directorates of the National Police of the Democratic Republic of Congo (PNC) have been equipped with new officers, under the terms of a series of orders signed by the Head of State and read out on Wednesday in Kinshasa on the national radio and television station. ‘The President of the Republic, having regard to the Constitution as amended by law number 11/002 of 20 January 2011 revising certain articles of the Constitution of the Democratic Republic of Congo of 18 February 2006, especially articles 79, 81, 182, 184, 185 and 186, having regard to the personal files of those concerned, having regard to the need and urgency, on a proposal from the Government, the Supreme Defence Council having been heard, hereby orders. Article 1, are appointed to the functions below, specified opposite their names, within the directorates and central services of the General Commissariat of the Congolese National Police, the divisional and senior commissioners whose names, post-names, first names and service numbers follow’, it was read on national television. According to Order 25/094 of March 28th, 2025 appointing the directors and heads of the central services of the General Commissariat of the Congolese National Police (PNC), Divisional Commissioner Lumengo Ngabia Joly has been appointed head of the General Directorate of Schools and Training. Divisional Commissioner Kamana Owimana Arnold has been appointed director of the Directorate of Studies and Planning, while Senior Principal Commissioner Mboma Muwaka Rigobert has been appointed deputy director. Deputy Divisional Commissioner Mavungu Mangoma Julien has been appointed head of the Information, Communication and Press Department, while Senior Superintendent Bulamba Nkongolo Bertine has been appointed deputy director. According to the same order, Assistant Divisional Commissioner Yawe Sumanda Bertin has been appointed coordinator of the Police Reform Unit. The Control and Coordination Centre will henceforth be commanded by Divisional Commissioner Sabiti Abdallah Patrick, who will be assisted by Assistant Divisional Commissioner Wumbi Azalebania, as Deputy Commander. The Kasangulu Police Academy is headed by Senior Superintendent Tribunal Bolongo Maxim, as commander, and Senior Superintendent Wahota Yafe Jean de la Croix, as second-in-command. In addition, Divisional Commissioner Odimba Okito Dieudonné has been appointed head of the Public Security Directorate. And Senior Superintendent Zama Kimbasi Patrick has been appointed Deputy Director of the Civil Protection Division. Divisional Commissioner Tshinyama Itambo Dodo has been appointed Director of the Social Affairs Department. Deputy Divisional Commissioner Khonde Kinzonzi Jean-Denis and Senior Superintendent Mbingo Mabondo Maurice have been appointed Director and Deputy Director of the Department for Combating Economic and Financial Crime. In the Directorate for Combating Crime, Assistant Divisional Commissioner Mapangi Mbolo Degale has been appointed Director, and Senior Superintendent Kayowa Kabongo Joseph has been appointed Deputy Director. The Narcotics Division will now be headed by Assistant Divisional Commissioner Onokoko Okito Polydor, who will be assisted by Senior Superintendent Kasongo Jean-Paul as Deputy Director. The Directorate of Judicial Identity and Central Records is now headed by Assistant Divisional Commissioner Okey Evariste, as Director, and Senior Principal Commissioner Ndala Tshikola Tossy, as Deputy Director.
Assistant Divisional Commissioner Makengo Jean-Romain has been appointed Director of the Directorate of Scientific Research and New Technology, where he is assisted by Senior Principal Commissioner Empel Empar as Deputy Director. Assistant Divisional Commissioner Mbiasu Movuli Prosper has been appointed Director of the Directorate of Technical and Scientific Police. And Senior Superintendent Mboma Badibadi Vincent has been appointed Deputy Director. Assistant Divisional Commissioner Bumba Nsambi Jules has been appointed Director of the NCB/Interpol Directorate, and Senior Superintendent Efampia Eselenga José has been appointed Deputy Director.
