Kinshasa, April 19th, 2025 (CPA) – A technical partnership agreement was signed on Thursday in Dakar, Senegal, between the Airway Regulation (RVA) of the Democratic Republic of Congo and the Agency for the Safety of Air Navigation in Africa and Madagascar (Asecna), an official source said on Saturday. “We carried out an official mission in Dakar, Senegal, where we signed a technical partnership agreement with Asecna, which currently has 19 member countries, for the training of RVA air technicians. (…), we manage the largest airspace in the world, covering more than 2,000 kilometers. We are of capital importance, because the majority of aircraft pass through our country”, Léonard Ngoma, General Manager of the RVA, told the CPA. This agreement, he added, is essential because, under the International Air Navigation Organization (ICAO), “we are required to calibrate our equipment. This has already been done. However, the RVA Managing Director recalled that the first agreement in this direction had been signed with South Africa, before indicating that this one with Asecna was put in place with the aim of guaranteeing a quotation from both institutions in line with ICAO requirements”. “But for Asecna, we’re also going to train our technicians between now and June. It’s no secret that the RVA hasn’t had any technicians since they were trained over 10 years ago. There really is a big crisis, and the RVA has taken matters into its own hands to train technicians in several academies, notably those of Asecna and Toulouse, in France”, he explains, while affirming that he will continue this mission in academies around the world with the aim of training RVA air technicians to international standards. After Dakar, the RVA CEO had to travel to Doha, Qatar, where he took part in a major world conference on airport facilitation. Created in October 1959 and based in Dakar, Senegal, Asecna has 19 member countries and covers an airspace of 16.1 million square kilometers.
