Kinshasa, May 6th, 2025, ( CPA) – The singer Deborah Tshimpaka Mulanga alias Rebo Tchulo has been summoned by the High Council for Audio-visual and Communication (CSAC) for offending public decency in one of her songs, according to a press release issued on Tuesday in Kinshasa in the Democratic Republic of Congo. ‘’The Board of the High Council for Audio-visual and Communication (CSAC), examining the circumstantial report (…), on an extract from your song that has gone viral on social networks, invites you on Thursday May 8th, 2025 at 11am precise, in accordance with the provisions of article 62 paragraph 2 of the Organic Law n°11/001 of January 10th, 2011 on the composition, attribution and functioning of the CSAC, to present your means of defence‘’, it is read.
‘You are accused of broadcasting a number of breaches, in particular offences against public decency, in violation of the provisions (…), laying down the conditions for the exercise of freedom of the press, information and broadcasting by radio and television, the written press or any other means of communication in the Democratic Republic of Congo’, the letter has indicated. According to the same source, the CSAC is accusing artist Deborah TSHIMPAKA MULANGA of violations of Organic Law No 11/001 of January 10th, 2011 and Ordinance-Law No 023/009 of March 13th, 2023, warning her that refusal to appear could result in harsher penalties. ‘Refusal to present your defence exposes you to harsher penalties in accordance with the law’, the letter has continued. Several Congolese musical artists have already been summoned by the CSAC for reasons of moral depravity, which is having a considerable impact on Congolese youth. The most recent are Zick Seigne, Petit Fally and many other well-known artists. The CSAC’s summons of Rebo Tchulo is part of a series of measures aimed at regulating artistic production and combating the depravity of morals, an issue considered crucial to the protection of Congolese youth. Congolese singer, songwriter and dancer Rebo Tchulo is part of the rising generation of female stars in the Democratic Republic of Congo. She came to prominence alongside another voice: Congolese star Innos’B, with whom they produced hit singles such as ‘Loketo’, ‘No no’ and many others.
