DRC: A call for awareness to magistrates  (President of the Superior Council of Magistrates)

Kinshasa, April 18th, 2025 (CPA)- A call for collective and individual awareness was made on Thursday to the magistrates of the Democratic Republic of the Congo, by the President of the Superior Council of the Magistracy, at the close of the work of the ordinary general assembly of this corporation, in Kinshasa. “I invite all magistrates in the Republic to become collectively and individually aware of the need for a radical change in mentalities, by definitively abandoning those which are bad and which hinder the construction of the rule of law, the wishes of the supreme magistrate, in favor of attitudes which restore the image of the Judiciary, long tarnished by the anti-values which have taken up residence among certain magistrates”, declared Dieudonné Kamuleta.  He continued: “I and all the members of the Board are resolutely committed to assuming our historic responsibilities and severely punishing any instance of misconduct on the part of any magistrate”. Representing the Head of State at the ceremony, Prime Minister Judith Suminwa reminded the magistrates of President Tshisekedi’s desire, in his capacity as supreme magistrate, for these ordinary general assemblies of the Superior Council of the Magistracy to be held regularly in April each year. “By calling this ordinary general meeting, the President of the Republic wanted to mark a return to statutory regularity. For too long, sessions of the Superior Council of the Judiciary have been relegated to extraordinary, often uncertain, meetings. It’s time to return to legality and ensure that these meetings are held every year in April, as scheduled”, said Judith Suminwa.

The organization of a general assembly of the Superior Council of the Magistracy is a legal obligation set out in article 10 of organic law no. 08/013 of August 5th, 2008 on the organization and functioning of the Superior Council of the Magistracy, and for the first time it was organized within the deadline set by the aforementioned law, i.e. the first Monday in April.
