DRC: Signing of a new framework and organizational structure for the General Secretariat in charge of Mines

Kinshasa, May 25th, 2025 (CPA) – A new framework and organizational structure for the General Secretariat for Mines was signed on Thursday in Kinshasa in the Democratic Republic of Congo, by the Deputy Prime Minister for the Civil Service, in the presence of the minister responsible, with a view to ensuring the effective and efficient operation of this strategic administration, according to a press release reaching the CPA on Saturday. ‘As part of the reforms undertaken to modernise the public administration, the Deputy Prime Minister in charge of the Civil Service, Jean-Pierre LIHAU, officially signed the framework and organic structures of the General Secretariat of the Ministry of Mines, in the presence of the Minister in charge, Mr Kizito Pakabonga Kapinga, in order to ensure the effective and efficient running of this strategic administration,’ read the press release from the Ministry in charge of the Civil Service, Modernization of the Administration and Innovation of Public Services. According to the source, the new organizational framework aims to provide the General Secretariat of the Ministry in charge of Mines with a clear and functional organization. To this end, it defines the hierarchical structure, work positions, responsibilities and staffing levels required to ensure the smooth running of this highly strategic administration. ‘Thanks to this update, the Ministry of Mines will be able to plan the various assignments and capacity-building of its staff and executives in a coherent manner, in line with the operational priorities of the mining sector’, the press release stated. This initiative is in line with the instructions of the Head of State, who is calling for rigorous and rational management of human resources in the public sector.
