Kinshasa, June 5th, 2025 (CPA).- The amendment of the Organic Law of the Constitutional Court of the Democratic Republic of Congo (DRC) has been recommended, on Thursday, by the Congolese Research Institute for the Improvement of the Functioning of Institutions, during the publication of a report in Kinshasa.
‘We recommend the amendment of the Organic Law of the Constitutional Court, as there are many reforms to be made to this institution, both in terms of its composition, its powers and its procedures,’ has declared Paul-Gaspard Ngondankoy, national deputy and professor at the University of Kinshasa (Unikin).
The aim of this conference, he has said, is to promote an open discussion on the current dynamics surrounding the Constitutional Court, beyond the single moment of the elections, emphasising that it was also a question of promoting an inclusive and transparent dialogue between the institutions, the political actors, the civil society and the partners to debate the role, strengths and weaknesses of the Constitutional Court in the democratic process.
For Professor Paul-Gaspard Ngondankoy, it was also question to evaluate the degree of independence of the Constitutional Court in light of its recent decisions, while formulating concrete proposals to strengthen the independence, the transparency and the credibility of this strategic institution. He has finally, concluded that this is a law proposal that aims to improve the functioning of constitutional justice, so as to bring it into line with the letter and spirit of the Constitution.
