General Managers and their deputies appointed in Kinshasa’s public services

Kinshasa, April 19^th, 2025 (CPA) – Directors general and their deputies have been appointed to head various public services in Kinshasa, capital of the Democratic Republic of Congo, under the terms of a series of decrees issued by the governor on Friday and made public in a press release on Saturday. “Through a series of decrees signed on April 18^th, 2025, referenced below, Daniel Bumba, governor of the city of Kinshasa, has just appointed directors general and deputies at the head of various urban administrative services on which he intends to rely for the success of his mandate,” read the release from Kinshasa City Hall. Appointed to the Kinshasa Advertising Regulation and Management Authority (ARGPK) are Garciel Lobo Kasongo, Director General, Jean-Dieu Longby, Deputy Director General in charge of technical matters, and Bob Kabuiki Lukoki, Deputy Chief Executive Officer in charge of administrative and financial matters. At Régie de gestion des déchets de Kinshasa (Regedek), Mr. Jean-Claude Muissa Lilonga has been appointed General Manager. He is assisted by Djodjo Kande Tshietela, deputy Chief Executive Officer in charge of technical matters, Mr. Olivier Diansosa Ndolumingu, deputy General Manager in charge of administrative and financial matters. At the Kinshasa Market Management Department (DGMK), Mr. Paty Mubenga Lumbala has been appointed General Manager. He is assisted by Roger Kibanga Swang, Deputy General Manager in charge of technical matters, and Junior Mpweme Munuye, Deputy General Manager in charge of administrative and financial matters. Also appointed to the Property Management Company for the City of Kinshasa (Rimmokin) are Mr. Olivier-Junior Bidi Mbolo, General Manager, Mr. Joseph Mpashi Isanga, Deputy General Manager in charge of technical, legal and administrative matters,  Ms Sylvie Masuju Fanny, Deputy Director in charge of financial matters. At the Kinshasa Sanitation Fund (Fonak), Mr. Jack Mabaya Kashit has been appointed Managing Director, Ms. Lisette Amboheki Katoko, Deputy Director in charge of technical and legal matters, and Mr. Honoré Mbokoso Amous Kempayi, Deputy Director in charge of administrative and financial matters. General Managers and Deputy General Managers have also been appointed at the Régie des fourrières et de contrôle technique des véhicules de Kinshasa (RFCK), the Autorité de régulation et de gestion de publicité de Kinshasa (ARGPK), the Brigade spéciale pour la protection de l’environnement et du bien-être social de la ville de Kinshasa (BSPE/BESK), the Régie de contrôle d’estampillage de Kinshasa (RCEKIN) and the Régie d’assainissement de Kinshasa, (Raskin).
