Kinshasa, April 18th, 2025 (CPA) – The mandates of a provincial deputy and two (2) substitutes were validated on Thursday during a plenary session held at the Provincial Assembly of Kinshasa (APK), capital of the Democratic Republic of Congo (DRC). “The aim was to take note of the Constitutional Court’s ruling on the mandate of deputy Clovis Samba, putting an end to the dispute with Ms Séverine Maliba, and to validate the credentials of two deputies, including Mr Jammal Kaposa, second deputy for deputy Gecoco Mulumba, who opted for the Senate, and Ms Dorcas Ilengela, first deputy for deputy Dieumerci Mayibanziluanga, who opted to remain as mayor of the Ngaliema commune. The mandates of these three elected representatives have been validated as deputies to the Kinshasa Provincial Assembly”, declared Lévi Mbuta, president of this deliberative body. The speaker of the Kinshasa Provincial Assembly announced that the mandates of these three elected representatives had been validated as deputies to the Kinshasa Provincial Assembly, adding that the provincial deputies had taken note of Constitutional Court ruling no. 23/47. “I promise the people of Kinshasa, especially Limété and particularly Kingabwa, that I will work for the interests of all the people of Kinshasa”, declared Jamal Kaposa. He also thanked God for allowing him to become a provincial deputy, before thanking his mentor, Gecoco Mulumba, for choosing him as his deputy.
Proposed edict on waste management sanctions
During the plenary session, a proposal for an edict determining sanctions in the area of regulations relating to domestic waste management in the city of Kinshasa was presented. “This edict is part of the regulation of sanctions aimed at punishing any public or private individual or legal entity whose failings undermine public cleanliness throughout the city of Kinshasa”, said provincial deputy Socrates said Socrates Mubenga, provincial deputy and initiator of this draft edict. In addition to the general provisions, this draft edict, divided into four chapters, is structured around instructions and repression, special provisions and those relating to its repeal. It defines the nature of sanctions and sets penalties in accordance with the relevant legal provisions. ACP/
