Non-security sector spending under emergency procedure contained at 1.58

Kinshasa, June 10th, 2025 (CPA) – Non-security sector expenditure carried out under emergency procedures by the government of the Democratic Republic of Congo stood at 1.58% during the first quarter of 2025, according to a Ministry in charge of Finance document consulted by the CPA on Tuesday. ‘The management of public finances has reached a decisive stage. In the first quarter of 2025, expenditure outside the security sector carried out under the emergency procedure now represents only 1.58% of the total, a historically low level that reflects a profound change in budget governance’, it reads.

According to the source, this progress is the result of a reform initiated by the Finance Minister, Doudou Fwamba, as part of a drive to rationalize public spending. ‘This historically low rate is the result of a reform initiated in June 2024 by the Minister of Finance, Doudou Fwamba Likunde Li-Botayi. The emergency procedure, previously extended to several types of expenditure, is now reserved solely for security operations and travel by heads of institutions. All other categories, in particular domestic debt payments, operating expenditure and investment projects, must now follow the classic circuit of the expenditure chain’, the document states. As part of its reform policy, the National Moneylender also stipulates that any expenditure incurred urgently must be regularized within a maximum period of three months. This measure is intended, among other things, to guarantee transparency in the execution of public finances.
