Seville International Conference: DRC calls for global financial reform

Kinshasa, July 2nd, 2025 (CPA) – The Democratic Republic of Congo has called for reform of the global financial architecture at the 4th International Conference on Financing for Development, held in Seville, Spain, from June 30th to July 3rd , 2025, according to a statement from the Ministry of Planning consulted on Wednesday at the CPA. ‘I called for reform of the global financial architecture at the 4th International Conference on Financing for Development, for equitable representation of developing countries within the Bretton Woods institutions,’ said Guylain Nyembo, Deputy Prime Minister, Minister of Planning and Development Aid Coordination, quoted in the press release. He also supported fair representation of developing countries; more flexible financing without destabilizing conditions; better coordination between donors; and fairer global taxation, particularly on polluting multinationals. The Minister in charge of Planning said that his country supports fairer global taxation, while advocating for greater transparency in tax jurisdictions for appropriate taxation of multinationals whose activities harm the environment and public health. He pointed out that the DRC is home to more than 60% of the forests in the Congo Basin, the world’s second largest carbon sink after the Amazon. For this reason, he called for fair recognition of the carbon credits generated by these forests on international markets. ‘These ecosystems are not only a national heritage, but a common good of humanity. They must be fairly remunerated for the ecosystem services they provide to the planet,’ he insisted. In the same vein, Guylain Nyembo took an active part, alongside various country representatives, in a parallel session as a panellist on the theme: ‘Using evidence and dialogue to stimulate action towards a 2030 Pact for effective development cooperation’.  In Seville, the voice of the DRC was raised to call for renewed international cooperation that is clear-sighted and resolutely focused on the interests of the people. In a tone that combined firmness and a willingness to engage in dialogue, the Deputy Prime Minister reaffirmed the DRC’s commitment to the principles of global partnership for effective development cooperation. He urged all the countries present to make international solidarity a lever for innovation, resilience and justice for a sustainable and equitable future. The representative of the President of the Republic, Félix-Antoine Tshisekedi, took the opportunity to deliver a strong message in these terms: ‘Africa can no longer remain on the sidelines of global strategic decisions’.  It should be noted that this meeting, organized ten years after the Addis Ababa meeting, aims to build a new global framework for development financing. Participants are focusing on the necessary revitalization of international development cooperation and the issue of climate financing.
