Kinshasa, May 29th, 2021 (CPA) .- The Vice-Minister of Planning, Crispin Mbadu Panzu, launched on Thursday in Kinshasa, the validation workshop of the project sheets of the province of Sud-Ubangi which are among the actions to be carried out in the planning process, in accordance with the objectives of the National Strategic Development Plan (PNSD) of the said ministry. Mr. Crispin Mbadu Panzu stressed that this workshop is spread over three days, from Thursday 27 to Saturday 29 May and will bring together around 50 people including the delegation from the province of Sud-Ubangi, led by the Minister of Planning, Christian Mwando Nsimba Kabulo.
It focuses on the priorities selected during the preparation of the National Strategic Development Plan (PNSD). He also noted that the constitution of the Democratic Republic of Congo (DRC) grants provinces and Decentralized Territorial Entities (ETD) exclusive jurisdiction over provincial and local planning, in order to promote development at the grassroots level and improve the living conditions of the population. This prerogative implies that each province must ensure its development and conduct its planning cycle in line with the strategic frameworks at the national level.
These meetings are, moreover, the object of a logical continuation of the work of production of planning tools initiated by the province of Sud-Ubangi which led to the updating of its Provincial Development Plan (PDP), accompanied by ‘a Priority Action Program (PAP) and a Government Action Program (PAG), he added. For the province of Sud-Ubangi, they constitute a favorable opportunity to guarantee and ensure the proper implementation of the Provincial Development Plan (PDP) and its Priority Action Program (PAP). These, despite the difficulties encountered in implementation, have served in recent years as a compass for the development of the said province. These planning tools having expired this year, it was therefore more urgent to update these two documents so that the young province could not navigate by sight, as far as its development is concerned.
Course of the workshop
Referring to the progress of the work of the workshop, the Deputy Minister of Planning, Crispin Mbadu Panzu, said that the second plenary will be devoted to the presentation of the conclusions of the committees and the presentation of the synthesis of the work of the workshop. as well as its main recommendations.
This session will be closed by the validation of the project file documents and the synoptic sheet amended by the participants, after examination and enrichment of the information and links with the orientation and programming documents of the province (PNSD, PAG, PDP, PAP). It will also involve the formulation of relevant proposals and recommendations to be taken into account for the finalization of the 30 project sheets. In addition, the work in committee will focus on the analysis, enrichment and amendment of the project sheets by the working groups set up by theme.
To this end, each group will examine the theme proposed to it by going through the various documents of the project sheets and synoptic sheets. Thus, the exchanges within the working group will make it possible to facilitate the expression of all, while raising the level of reflection sought. Thus, with a view to the operationalization of these two documents, project sheets were prepared to underpin the implementation and serve as an advocacy document for these two planning tools. This exercise will also give new impetus to the management of socioeconomic development in the province of Sud-Ubangi. Mr. Crispin Mbadu Panzu recalled that the participants in this workshop will be selected from among the following entities: representatives of the directorates and structures of the national planning ministry; representatives of sectoral ministries; the provincial delegates from Sud-Ubangi; development partners as well as UNDP consultants.
