Workshop for the operationalization of sectoral gender units in the DRC

Kinshasa, July 17th, 2021 (CPA).- The acting resident representative of the United Nations Development Program (UNDP), Laurent Rudasingwa, delivered Thursday in Kinshasa during the opening of the workshop on the operationalization of sectoral units Gender in public administrations in the DRC, three essential messages, intended for general secretaries in relation to gender equality issues.

The first message gave a glimpse of the political will of decision-makers, in particular the President of the Republic and the Minister of Gender on the national policy in this matter and the commitment which are indisputable, it underlined that the gender issue is evolving where the vision government is clear.

The second describes public policies that offer the advantage of producing results that promote the development of men and women concomitantly where public administration is gender sensitive.

According to Mr. Rudasingwa, the third message from the UNDP placed particular emphasis on the involvement of administrative technicians, in particular the secretaries general in gender issues and an effective coordination of the units of this theme in order to lead to policies. sectors sensitive to the latter and to deserve decision-makers capable of issuing enlightened opinions in favor of political decisions beneficial to men and women.

He expressed the wish to see the leadership of the Secretaries General guarantee their respective ministries, quality support for the benefit of sectoral gender units.

The Partnership Specialist at UNDP, François Elika dwelled on the roles and responsibilities of secretaries general in promoting gender.

He instructed them on the process to follow regarding gender-sensitive projects to be submitted to donors. A project relating to gender requires that an inventory and analyzes be carried out beforehand and that it have well-trained staff to monitor quality in the field of gender.

 These are the tools that must be sold to the Council of Ministers, in particular the action plan or work outside the national gender policy, in order to conduct surveys in the field, seek resources in relation to this plan and to fill the gap of analysis, because there is, at the level of gender, that of remaining in the yoke of activism claiming the absence of women, he said.

 He then called on all to make analyzes likely to identify cases that need to be filled by the data in order to make sound policies.

As for the roles of integration, it is about capacity building which will equip the recipients to train others in turn, while the fundamental missions will guarantee the traceability of gender in government policies. ACP/
