Kinshasa, March 30th, 2021 (CPA) – The Senate adopted on Monday, at the People’s Palace, the schedule of work for the ordinary session of March 2021 submitted by the conference of presidents, during a plenary chaired by the president of the Upper House of Parliament, Prof. Modeste Bahati Lukwebo.
The distribution of matters in the standing committees is included in the work schedule which contains new matters such as the bill on the creation, organization and functioning of the anti-corruption court, legislative arrears, such as the bill on amnesty for insurrectionary facts, acts of war and political offenses, the proposed organic law on the creation, organization and functioning of the National Agency for the fight against corruption.
Apart from these matters which will be dealt with by the political, administrative, Legal and human rights commission, other commissions such as the relations with provincial institutions and decentralized entities, the economic-financial and good governance commission will deal in particular with of the proposed law amending and supplementing the law of July 13th, 2011 on public finances have seen their matters included in the calendar.
The same is true of the external relations committee, which will examine six bills authorizing DRC’s accession to certain international protocols and conventions parliamentary oversight is also part of this work schedule.
Previously, the plenary had taken note of the resignation of the first deputy president of the Senate, Samy Badibanga Ntita. The appeal to his replacement will be made at the next meeting.
In a point on the communication of the office, the president of the Senate, Modeste Bahati spoke about the reconfiguration of the parliamentary groups and the constitution of the friendship groups.
Also, in a motion for information from Senator Jose Makila Somanda, it was a question of the intervention to the press of the General Inspector of Finance (IGF) who would have treated parliamentarians as « thieves » who would have embezzled public finances to take refuge in Parliament. In this regard, given that IGF reports to the Presidency of the Republic, the President of the Senate, Prof. Modeste Bahati Lukwebo, promised a Senate report to be sent to the President of the Republic.
