Kinshasa, May 9th, 2025 (CPA) – The law on the national cultural policy in the Democratic Republic of Congo has been adopted during a plenary session of the National Assembly on Thursday, after being examined and debated by the deputies, according to the Ministry in charge of Culture, Arts and Heritage. ‘The text was adopted by the National Assembly, marking a major step forward in the recognition of the strategic role of culture in national construction,’ we have learned in a press release.

‘This progress testifies to the determination of the Head of State and the Government to enhance and promote our national identity, while affirming culture as a lever for development, social cohesion and soft power for the Democratic Republic of Congo, both nationally and internationally’. According to the document, this adoption marks a historic step forward for the Congolese cultural sector, which artists and cultural operators have been waiting to see for over 20 years.
‘For the first time since independence, a comprehensive and structured legal framework has been proposed to govern the arts and culture sector as a whole’. It should be noted that this bill to ratify Ordinance-Law no. 25/030 of March 12th, 2025, establishing the fundamental principles relating to culture and the arts: the national cultural policy, has been presented at this plenary session by the Minister in charge of Culture, Arts and Heritage, Yolande Elebe.
