Goma, May 3rd, 2021 (CPA).– The governor of Nord Kivu, Carly Nzanzu Kasivita welcomed, on Saturday, the decision of the measure of the President of the Republic, Felix-Antoine Tshisekedi Tshilombo announcing the establishment of the State of headquarters in the provinces of Nord Kivu and Ituri where the security situation has struggled to stabilize for almost eight years, during a press briefing held at his official residence in Goma.
For the provincial authority who presented himself as a « Republican Democrat », this measure is welcome because it aims to bring peace to the eastern part of the country.
« I always said that the country was attacked from Beni », recalled the governor Carly Nzanzu who said to have welcomed « the concern which animates the President of the Republic to bring peace to the East of the Democratic Republic of Congo”.
On this occasion, he called on his constituents in general and all Congolese to fully support the decision of the Head of State concerned about the return of peace throughout the eastern part of DRC.
Carly Nzanzu Kasivita said he was convinced that « this decision meets our expectations of seeing the Congolese people be mobilized on the issue of security and peace in our province ».
He recalled that article 85 of the Constitution of DRC of February 18th, 2006 provides that: “When serious circumstances threaten, in an immediate manner, the independence or integrity of the national territory or that they provoke the ‘interruption of the regular functioning of the institutions, the President of the Republic declares a state of emergency or a state of siege, after consultation with the Prime Minister and the Presidents of the two Chambers, in accordance with Articles 144 and 145 of this Constitution .
