Kinshasa, July 24th, 2021 (CPA).- The second vice-president of the National Assembly, Vital Banywesize Muhini, on Friday reassured the executive office of the Network of African parliamentarians against corruption / Democratic Republic of Congo section (APNAC / DRC), the support of the lower house of Parliament, in the fight against corruption in the DRC, in a speech delivered at the closing of the publication ceremony of the APNAC report on the denunciations of corruption in the DRC, at the People’s Palace, in the commune of Lingwala.
Vital Banywesize Muhini spoke of the determination of the office of the National Assembly to strengthen parliamentary work in the fight against corruption.
Summarizing the report published by his institution, the president of APNAC / DRC, national deputy Jean-Pierre Pasi Za Pamba, said that this report concerns the denunciations made to APNAC-DRC by various sources over the telephone, for the period from January 24th to December 31st, 2020.
These are, he continued, denunciations of various kinds which range in particular from fraud to the illicit sale of mines and minerals, including the theft of State land, the make-up of figures, and illegal award of public contracts, money laundering and complacency in the control of banking transactions by the Central Bank of Congo (BCC).
« 18 provinces are concerned with the highest rate in the city of Kinshasa, 65.54%, » said the president of APNAC-RDC before citing the provinces hit by corruption.
In descending order, these are North Kivu at the rate of 5.4%, Ituri 3.4%, Haut-Katanga 3.4%, Kwilu 3.4%, Lualaba 2, 7%, Mongala 2.7%, Maniema 2.7%, South Kivu 2.03%, Kwango 2.03%, Ecuador 2.03%, Lomami 1.35%, Haut -Uelé 1.35%, Sankuru 1.35%, Tshopo 1.35%, Kasai Central 1.35%, Kasai 0.68% and Maindombe 0.68%.
The capital of the DRC occupies the first place by combining the corruption of the central government and that of the city province, noted Jean Pierre Pasi Za Pamba, specifying that the provinces included in this list are those from which the APNAC-RDC has received alerts.
« This does not mean that the provinces not mentioned are free from corruption, » he explained.
Call to endow the country with anti-corruption laws
The president of APNAC-RDC made recommendations to the institutions of the Republic asking the National Assembly to provide the country with anti-corruption laws, and to strengthen parliamentary control.
Speaking to the President of the Republic, APNAC-RDC would like him to politically sanction the corrupters and the corrupt while reorganizing the agency for the prevention and fight against corruption.
As for the government of the Republic, APNAC-RDC recommends in particular sanctioning officials involved in corruption and bringing them before the competent judicial bodies. ACP/Fng/nig
