Kinshasa, September 17th, 2021 (CPA) – Prime Minister Jean-Michel Sama Lukonde Kyenge tabled 2022 budget project on Wednesday with the President of the National Assembly, Christophe Mboso N ‘Kodia.
The Prime Minister indicated, at the end of this exercise, that the government, enamored of the principles of good governance, wanted to respect the date of the deposit, in this case September 15th, in accordance with article 126 of the Constitution.
“Firstly, I would like to say here that this September 15th, I came, as Prime Minister, accompanied the members of the government, to attend the opening of the parliamentary session of September, a session which is intended to be budgetary. On this occasion, we wanted to respect the prescriptions of the constitution. It is article 126 which asks the Government of the Republic to table the Finance Bill no later than September 15th of the year before the budget year ”, he declared.
The head of government underlined, on this occasion, that this 2022 draft budget is presented in balance, in income and expenditure, to the tune of FC 20,682.6 billion (approximately USD 10.3 billion), means a rate of ‘increase of 41.5% compared to the budget for 2021 financial year amounted to FC 14.620.5 billion, adding that to comply with the law, the government also deposited texts of arrears which should have been deposited more early, in particular the rendering of accounts for 2020 year as well as the corrective law 2021.
« The increased efforts that the Government and all the actors of the political class and the economic class are providing, for the increase of revenues, we have, particularly, this year, revenues which will exceed budgetary expectations » , he said.
In addition, the Head of the national executive clarified, with regard to the priorities of 2022 draft budget, that they remain the same as those enacted under the Government’s program, adopted last April, namely the security and social security of the population, in particular with regard to health and education, as well as the holding of elections in 2023.
“The budget is over 20 trillion Congolese francs. This is an increase of more or less 40%, compared to 2021 fiscal year which was a little over 14 trillion. And, in terms of the increase for the amending law for 2021 year, that’s about a 13% increase. We are more or less, in my opinion, on the right track. And we will continue to work in this direction, under the impetus, of course, of the President of the Republic ”, concluded the Prime Minister.
The corrective finance law 2021, also adopted by the Council of Ministers on Friday, September 10th, is presented in balance, in revenue and expenditure, to the tune of FC 16,621.6 billion, showing an increase rate of 13.7 % compared to the initial budget estimated at FC 14,620.5 billion, we specify.
The Prime Minister was accompanied to the Office of the National Assembly by some members of his government, including the Minister of Planning, Christian Mwando, the Minister in charge of Budget, Aime Boji, the Minister in charge of Portfolio, Adele Kayinda, the Deputy Prime Minister in charge of the Civil Service, Jean-Pierre Lihau, and the Minister in charge of Human Rights, Albert Fabrice Puela.
