DRC: Government equipped with a tool for results-based governance

Kinshasa, June 16th, 2025(CPA) – The national executive of the Democratic Republic of Congo has equipped itself with a tool called the ‘Government Action Monitoring Information System’ (SISAG) for results-based governance, according to a press release from the Ministry of Planning consulted by CPA on Monday.  ‘With the Government Action Monitoring Information System (SISAG), which is a new tool for monitoring public actions, the Democratic Republic of Congo (DRC) is making a strategic shift towards governance based on results, evaluation and continuous improvement,’ it reads. 

According to the source, this new tool, the fully digital SISAG, forms the technological basis of the National mechanism for monitoring government action (MeSAG), which is now operational. ‘The result of a rigorous inter-institutional process, the SISAG makes it possible to centralize, in a dynamic and interactive way, all the data relating to the implementation of the Government Action Program (PAG) 2024-2028. Thanks to dashboards updated in real time, decision-makers can now monitor measure and correct the implementation of government commitments’, the press release emphasized. This digital system ensures rigorous, cross-cutting monitoring of all priority ministerial projects; the rapid identification of delays, bottlenecks or structural failures; the production of objective reports based on reliable data; and strategic interoperability with key institutions such as the National Institute of Statistics (INS), the National Secretariat for Capacity Building (SENAREC) and the Digital Development Agency (ADN). The MeSAG, supported by SISAG, introduces a major innovation into the Congolese institutional ecosystem. It is based on a Specialized Technical Unit (USAG), responsible for coordinating the various ministries and producing strategic alerts to support decision-making.

Results-oriented governance

This system will not only make it possible to objectively assess the performance of government departments, but also to provide the public with a clearer picture of public action, at a time when transparency and trust between those who govern and those who are governed are essential.  The deployment of SISAG, scheduled for the third quarter of 2025, marks a decisive turning point towards a Republic that gives itself the means to act, to be accountable and to progress. In the medium term, the mechanism will be extended to the provinces, enabling effective monitoring of local investments and better coordination between the national and decentralized levels.  As a reminder, the Government Action Monitoring Information System (SISAG) in the Democratic Republic of Congo was adopted at the last Council of Ministers.
