An oral question with debate to the Governor of Kinshasa on his general policy

Kinshasa, october 6th, 2025 (CPA).- An oral question with debate on the general policy of the provincial government of Kinshasa, capital of the Democratic Republic of Congo, was addressed to the governor of the city by a provincial deputy, according to parliamentary sources on Monday. « In accordance with Article 185 of the Rules of Procedure of the Provincial Assembly of Kinshasa (APK), which stipulates that any oral question relating to the general policy of the provincial government must be addressed to the governor of the city, I took the initiative to submit an oral question with debate to the governor of Kinshasa, Daniel Bumba, covering several points, including the alarming decline in provincial revenues: the Kinshasa Revenue Authority (DGRK) has fallen from USD 5 million under Ngobila to USD 2 million under Bumba, » wrote Aubain Mukanu, provincial MP for Mont-Ngafula.

The lack of transparency in the management of boarding taxes at N’djili airport and parking taxes, the lack of control over the actual number of people liable for provincial taxes and duties, and the continuing uncertainty surrounding consumption tax were among the points raised in this oral question with debate addressed to the urban authority.

Other points raised by this provincial elected representative included the accumulation of salary arrears for urban service agents, the proliferation of public contracts concluded by mutual agreement in violation of procurement rules, and the approximate management of the City of Kinshasa’s real estate assets. According to him, this interpellation aims to allow the governor to report on his mid-term management and reassure the people about the effective implementation of his general policy. ‘This same initiative had already been declared admissible at the close of the previous session, but was not examined due to lack of time,’ he concluded.
