Kinshasa, November 16th, 2025 (CPA). – The integration of the insurance scheme into the national risk and disaster management strategy was the subject of an appeal by the Minister of State in charge of Social Affairs of the Democratic Republic of Congo (DRC) on Friday during the 67th Council of Ministers meeting, broadcast on national television. « The Minister of State in charge of Social Affairs has requested that the Council integrate the insurance system into the national risk and disaster management strategy, involve her ministry in the campaign to promote and operationalize the legal framework for insurance with all relevant sectorial ministries and institutions, and open an interministerial and public-private dialogue, under her coordination, in order to define a roadmap and mechanisms for implementing the strategy, including in particular aspects of coercion and the margins for interaction between the various sectorial ministries, » has declared Patrick Muyaya, Minister in charge of Communication and Media. Minister Muyaya has explained that the government intends to provide the country with an autonomous response capacity, supported by financial contingency mechanisms and insurance instruments adapted to the Congolese context, in order to strengthen institutional resilience and the sustainable protection of vulnerable populations in the face of recurring humanitarian crises. He has also stressed that one of the government’s main objectives is to strengthen mechanisms for empowering the private sector to take responsibility for victims of their actions, activities or civil liabilities, in order to avoid the state having to take responsibility for them. The government spokesperson has also pointed out that this strategy provides for the promotion and strengthening of compulsory insurance coverage for risks related to major accidents and man-made disasters, in accordance with the Insurance Code, in collaboration with the Insurance Regulatory and Supervisory Authority (ARCA), the Association of Insurance Companies and the relevant sectorial ministry.
