Kinshasa, November 16th, 2025 (CPA) – An action plan dedicated to the immediate improvement of electricity supply in Kinshasa, Democratic Republic of Congo, has been announced on Friday by the Minister in charge of Water Resources, according to the minutes of the Council of Ministers meeting consulted on Saturday by CPA. “The Minister in charge of Water Resources and Electricity has presented a briefing note on the urgent need for sanitation works and improvements to the electricity supply in the city province of Kinshasa, (…), He has indicated that the management of the National Electricity Company (SNEL) has been instructed to develop and implement an operational and investment action plan dedicated to the immediate improvement of electricity supply for the population, » it is read in the report signed by Patrick Muyaya, Minister in charge of Communication and Media. According to this document, the Minister in charge of Water Resources and Electricity has presented a two-part briefing note, the first concerning the urgency of sanitation and improvement works for the electricity supply in the city province of Kinshasa and the second concerning the progress of the implementation of the terms and conditions for the operation and maintenance of electrical infrastructure financed by the government through the National Agency for Electrification and Energy Services in Rural and Peri-Urban Areas (Anser). With regard to the urgent need for sanitation works and improvements to the electricity supply in the province of Kinshasa, the minister has set out three major areas of intervention designed to have a rapid and measurable impact on the entire urban network. To this end, the entire plan is expected to be completed within six months initially. It will address the issue of improving supply in the eastern, western and northern sectors, followed by the optimisation of the low-voltage network and, finally, the securing of strategic sites.
‘“The financing will be provided 50% from SNEL’s own funds and 50% from the government through SNEL’s receivables and technical and financial partners,’” the source has reported. According to this report, the implementation of this action plan should enable the following operational objectives to be achieved: a two-hour reduction in load shedding across the city of Kinshasa, the expansion of the coverage by eliminating black pockets, the extension of service areas, the reduction of the dependence of these strategies on the effects of overload and load shedding, and the complete elimination of load shedding in the municipality of Gombe, which is the pilot area. Furthermore, the Minister in charge of Water Resources, quoted in the report, has requested the government’s firm support so that this pilot phase could serve as a model for success that could be replicated across the entire SNEL national network. The second point concerns the progress made in implementing the terms and conditions for the operation and maintenance of government-funded electrical infrastructure through ANSER, with a view to commissioning the 22 power stations and electrical installations that have been completed to date by the government through the National Agency for Electrification and Energy Services in Rural and Peri-Urban Areas. On this subject, the Minister in charge of Hydraulic Resources has informed the Council that he had established, by interministerial decree, a technical commission responsible for defining the terms and conditions for the operation and maintenance of these infrastructures. It should be noted that the commission’s work have been carried out from October 14th to November 4th in a framework of inter-institutional collaboration and sectorial coherence. They have resulted in a set of normative and operational recommendations intended to provide a framework for the commissioning and sustainable management of these public electrical facilities. ACP/
