Kinshasa, April 21st, 2026 (CPA).- The new Country Programming Framework (CPF) for the 2025–2029 period of the Food and Agriculture Organization (FAO) in the Democratic Republic of the Congo was endorsed on Tuesday in Kinshasa during a meeting of the Interministerial Committee for the coordination and monitoring of this UN agency’s interventions.
“This programmatic document, endorsed by stakeholders, reflects close cooperation and a growing maturity in the partnership between our country and the FAO,” said Vincent Musambia, Secretary General for International Cooperation and chairman of the committee. He indicated that this first meeting of the 2026 session, mainly devoted to endorsing the CPF 2025–2029, marks a key step in the process, ahead of the signing of this strategic document. According to the Secretary General, the meeting pursued two main objectives: facilitating national ownership of the new CPF 2025–2029 and ensuring its technical and political validation prior to effective implementation. The process of drafting the endorsed CPF was conducted in a participatory manner, involving sectoral ministries, other public institutions, producers’ organizations, civil society, the private sector, technical and financial partners, as well as the United Nations system. A first workshop to formulate the draft CPF 2025–2029 was held in January 2025 in Kongo Central province, specifically in Kola, under the supervision of committee members.
It led to the identification of national priorities and the finalization of intervention matrices and expected outcomes. The document produced was subsequently submitted to the FAO regional office in Accra, Ghana, for quality review. In December 2025, a second workshop was organized, also in Kola, enabling the national side and the FAO representation to jointly review and incorporate the regional office’s observations into a second draft. After finalization, the amended document was approved by the FAO regional office and returned for endorsement and signature.
