They are utterly appalling and in no way reflect the views of the Government or any other institution,” Patrick Muyaya, Government spokesperson has declared. He has also reassured the diplomatic missions and their staff that all necessary measures were being taken to guarantee their safety and the inviolability of their premises.
The CSAC imposes an 88-day ban
The Higher Council for Audiovisual and Communication (CSAC) has banned Fils Mukoko from appearing in the media for 88 days, following the broadcast of this video, which went viral on social media. At an emergency meeting, the regulator’s Executive Board has concluded that the offending remarks violated current legislation and the fundamental values of the Republic. In the footage, the individual in question refers to the distribution of weapons in several public places, notably football grounds, churches and universities, before threatening Western nationals present in Kinshasa. He has instructed the Attorney General at the Court of Cassation to take up the case. “Freedom of expression is enshrined in the Constitution of the Democratic Republic of the Congo. However, it must not be used as a pretext for threatening, intimidating or endangering the lives of others,” he has reminded in an official statement.
The UDPS-Tshisekedi rejects all responsibility
The presidential party, the Union for Democracy and Social Progress (UDPS-Tshisekedi), has also condemned Fils Mukoko’s statements. In a statement published on Wednesday in Kinshasa and signed by its interim president, Augustin Kabuya, the party affirms that it had viewed the video “with deep concern”. The political party disapproves of any initiative aiming to distribute weapons to the public outside the legal framework and states that the actions referred to in the footage were not the subject of any decision by its competent bodies. The party further maintains that Fils Mukoko holds no position within it and rejects any connection with the statements and initiatives attributed to him. “Non-violence remains and will remain the UDPS/Tshisekedi’s method of struggle,” concludes the statement, which calls on officials, activists and supporters to exercise discipline and responsibility.
