Kinshasa, May 3rd, 2026 (CPA).- Measures relating to small-scale trade and retail trade in the Democratic Republic of Congo (DRC) have been put into effect to ensure a more structured, fair and secure economic environment, according to a statement from the Ministry of National Economy consulted on Saturday by CPA. “The Ministry in charge of National Economy informs the public of the entry into force of the Decree establishing measures relating to the exercise of small-scale trade and retail trade, as well as the signing of an inter-ministerial order defining specialized retail activities with high capital intensity that may be open to foreigners,” the statement read. According to the same source, these texts are part of the government’s determination to clarify and modernize the legal framework governing domestic trade, with a view to ensuring a more structured, fair and secure economic environment. “They notably establish a distinction between small-scale trade, retail trade and specialized high-capital retail trade, while specifying the conditions under which these activities may be carried out,” the statement added. In accordance with the provisions in force, small-scale trade and retail trade are reserved for Congolese economic operators, while certain activities under specialized high-capital retail trade remain open to foreign investors under conditions set by the regulations. Concerned economic operators have a period of six months to comply with the new provisions. To this end, the Minister in charge of National Economy indicated that an awareness campaign mechanism will be deployed to support economic operators in understanding and implementing these measures. Minister Mukoko further urged all economic operators to approach the competent services and consult official materials that will be made available to them. ACP/
