Kinshasa, June 28th, 2026 (CPA).- The Government of the Democratic Republic of the Congo (DRC) on Friday adopted three draft legal instruments related to the Presidential Program for Youth Employment and Entrepreneurship, known as « Debout Jeune Congolais » (Rise Up, Young Congolese), according to the report of the 93rd Cabinet meeting read on Saturday by the Minister in charge of Digital Economy.
« The Minister in charge of Entrepreneurship and Small and Medium-Sized Enterprise Development submitted to the Cabinet, for consideration and adoption, three draft texts, including a draft presidential ordinance establishing the Presidential Program for Youth Employment and Entrepreneurship, known as ‘Debout Jeune Congolais’(Rise Up, Young Congolese). The program is structured around three pillars, namely vocational training, employment and equal opportunities, as well as entrepreneurship, » reported Augustin Kibassa, Minister in charge of Digital Economy. The acting Government spokesperson stated that the ‘Debout Jeune Congolais‘ program aims to improve youth employability and promote entrepreneurship through its various intervention areas. He further indicated that the Government adopted a draft ordinance establishing the National Committee for the Implementation and Monitoring of the Presidential Program for Youth Employment and Entrepreneurship. According to him, the committee will be responsible, among other duties, for defining the national vision and strategic priorities in the field of youth employment and entrepreneurship, setting short-, medium- and long-term objectives in line with public policies, and guiding the programme’s financing mechanisms. The Government also adopted a draft decree establishing the National Competition for Simplified Business Plans (CONAPAS). The initiative aims to provide Congolese citizens with entrepreneurial opportunities, encourage the creation of direct and indirect jobs, contribute to reducing unemployment and poverty, promote the emergence of a Congolese middle class, and improve the business climate through incentive measures, particularly tax incentives.
The modalities for granting the tax benefits provided under this framework will be determined through implementing regulations.
