Fight against corruption in DRC: the issuance of certain administrative documents suspended

Kinshasa, September 28th, 2025 (CPA). – The issuance of certain administrative documents under the jurisdiction of the Ministry in charge of Justice of the Democratic Republic of Congo has been temporarily suspended for five weeks, starting one month ago, in an effort to combat corruption, Minister Ngefa has indicated on Sunday in an interview. « I have decided to temporarily suspend the issuance of administrative documents (religious permits, certificates of nationality and legal personality, etc.).

This decision follows the discovery of malfunctions and unacceptable practices in the issuance process, including corruption, trafficking in sensitive documents and the existence of a parallel network, » has specified Guillaume Ngefa, Minister in charge of Justice. He has specified that a thorough investigation and audit will be conducted to establish the responsibilities and put in place sustainable mechanisms to guarantee the integrity and quality of the service provided by the Congolese people. The new Minister in charge of Justice and Keeper of the Seals, Guillaume Ngefa, appointed last August during a government reshuffle, when he took office, has made the fight against corruption one of his priorities. ‘First and foremost, I believe that I must fight corruption. Corruption is really the number one priority for me. And to fight corruption in the justice sector, I must collaborate and work with the High Council of the Judiciary,’ he had insisted.  According to him, ‘the perception of our justice system is that it lacks independence. A justice system where there are many cases of corruption and a lack of infrastructure,’ had added the founder of the renowned human rights organisation Azadho, now known as Asadho.
