Justice reform: five UN agencies present their roadmaps

Kinshasa, June 24th, 2025 (ACP) – Five UN agencies have presented their 2025-2029 roadmaps to the permanent secretariat of the Supreme Council of the Judiciary on the reform of the justice system in the Democratic Republic of Congo (DRC), according to the X account of this disciplinary body for magistrates consulted by the CPA on Tuesday. The account reads: ‘Framework 2025-2029: five UN agencies present their roadmaps for reforming the justice system to the permanent secretariat of the CSM’. The account goes on to say that this is an ‘ambitious program aimed at strengthening the rule of law, modernizing judicial institutions and guaranteeing better access to justice for all’. The UN, through the United Nations Mission for Stability in the Congo (MONUSCO) and other agencies, is playing a crucial role in the reform of the justice system in the DRC, by providing technical, logistical and financial support to the Congolese authorities.  This support aims to strengthen the rule of law, improve access to justice, protect human rights and combat impunity.  The UN’s main contributions include strengthening judicial institutions and providing technical and logistical support, before providing technical assistance to Congolese judicial institutions to improve their operation, efficiency and transparency. The UN is also involved in training judges, prosecutors, lawyers and other legal professionals to improve their skills and understanding of international legal standards.  In terms of strengthening prison management capacity, it is supporting the reform of the Congolese prison system to ensure that prisoners’ rights are respected and to improve conditions of detention.  With regard to promoting access to justice, the UN is working to protect victims and witnesses by setting up protection mechanisms for victims and witnesses of human rights violations, particularly in the area of conflict-related sexual violence.
