Kinshasa, September 29th, 2025 (CPA). – A report of deficiency was drawn up on Monday for the absence of the public prosecutor during a hearing at the Matete labor court in central Kinshasa, capital of the Democratic Republic of Congo (DRC).
« In the year 2025, on the 29th day of September, the Kinshasa-Matete labor court noted that, as of 10:25 a.m., the public prosecutor had not appeared at the hearing, even though the case file had been sent to their office on September 26th, 2025, and received by the first deputy prosecutor with his initials INT. For this reason, the court drew up this report of default due to the absence of the public prosecutor, » has said Judge Jean-Paul Saïdi, president of the panel.
According to the case file, several cases were registered for today’s hearing, all of which were postponed for two weeks, to October 13th, 2025. It should be noted that a report of absence (PV de carence) is an official document recording an absence or non-compliance. It certifies that a procedure could not be completed due to a failure and has significant legal value, allowing the employer to be exempt from certain mandatory staff consultations.
