Kinshasa: Professionalism recommended to experts of the National Commission on Disarmament in Lemba

Kinshasa, June 10th, 2026 (CPA).- Professionalism was recommended to experts of the National Commission on Disarmament, International Security and the Fight against Terrorism (CONADESI) during their official installation on Wednesday in Lemba, a municipality in central Kinshasa, Democratic Republic of the Congo (DRC). “We are gathered here today for your official installation. The experts of the National Commission on Disarmament, International Security and the Fight against Terrorism are now officially installed after completing training sessions in the provinces and municipalities of Kinshasa. I strongly insist on professionalism in the execution of your mission,” declared Assistant Divisional Commissioner Prosper Katumbayi, Permanent Secretary of CONADESI.

According to the speaker, CONADESI is a security service governed by its own code of ethics, operational methods and discipline. He emphasized that its experts are neither a militia nor a political organization but a commission operating under the Ministry in charge of the Homeland of the Democratic Republic of the Congo, with specific responsibilities distinct from those of the Congolese National Police, the National Intelligence Agency (ANR), the General Directorate of Migration (DGM) and Military Intelligence (DEMIAP). “Their future operations in the field must be conducted calmly, discreetly and in full compliance with intelligence and security procedures,” he stressed. The Assistant Divisional Commissioner also acknowledged the challenges encountered since assuming office, particularly the difficulty of ensuring that traditional security services understood and accepted the objectives behind the creation of the commission. According to him, the Congolese National Police, the ANR, the DGM and the DEMIAP had initially expressed reservations regarding the specific role assigned to CONADESI, making the smooth implementation of its activities more difficult. He nevertheless explained that these obstacles had gradually been overcome thanks to the support of the authorities and continuous dialogue with the heads of the various security services in Kinshasa. “Today, there is a better understanding of the complementarity of our respective missions,” he said. “At present, the commission operates in a climate of harmonious cooperation in which each institution respects the responsibilities of the other. CONADESI continues to carry out its specific disarmament mission, while the other services fully perform their respective duties,” Mr. Katumbayi concluded. For his part, the Mayor of Lemba welcomed the experts, praising their installation and emphasizing the importance of strengthening security in the municipality and throughout Kinshasa. He stressed the need to combat troublemakers while acknowledging the constraints caused by limited resources. “I call for solidarity and fraternity to overcome these challenges, with the hope of building a safer municipality and a safer city,” he said. Meanwhile, the provincial coordinator of the commission, Mucky Mukuna, reassured the public about the presence of operational teams in the field and their cooperation with the Congolese National Police, the DGM and the ANR. He urged residents not to give in to fear, affirming that CONADESI supports security operations and contributes to maintaining public order. CONADESI initially focused its activities on municipalities with high levels of insecurity, including Maluku, N’Djili, Mont-Ngafula, Ngaliema and Lemba, where local branches tasked with tracing illegal weapons have been established. The operation will continue in Kisenso and other municipalities.
