Political Troika–IMF: Presentation of Progress on Economic and Financial Policies

Kinshasa, February 26th, 2026 (CPA). – Progress in the implementation of the Memorandum on Economic and Financial Policies (MEFP) was presented on Wednesday by the Minister of Finance of the Democratic Republic of the Congo during a strategic meeting of the Political Troika with the technical mission of the International Monetary Fund (IMF), according to a statement consulted Thursday by CPA. “Doudou Fwamba, Minister of Finance, chaired a strategic meeting of the Political Troika with the IMF technical mission led by Calixte Ahokpossi, in the presence of René Tapsoba, IMF Resident Representative in the DRC. During the meeting, he presented progress in the implementation of the Memorandum on Economic and Financial Policies (MEFP), notably the operationalization of the standardized Value Added Tax (VAT) invoice, the modernization of financial agencies (DGI and DGDA), and the establishment of the National Tax Mediation Commission,” the Ministry in charge of Finance statement read. According to the document, the meeting forms part of the preparatory work for the third review of the program supported by the Extended Credit Facility (ECF), aimed at collecting data related to structural benchmarks. Discussions focused on budget execution as of the end of December 2025. Despite pressure from security expenditures in the eastern part of the country, macroeconomic stability has been preserved. The same source indicated that the Minister highlighted two strategic levers: the issuance of a Eurobond to finance structuring projects and the integration of resources from the Resilience and Sustainability Facility (RSF). He stressed that the economy remains resilient and macroeconomic balances are maintained, despite security constraints and wage bill pressures on the State budget. “Corrective measures have been initiated, notably the audit of liquidation statements under the supervision of the competent services, including the General Inspectorate of Finance, in line with the directives of the Head of State,” the statement reported.

At the opening of the meeting, the Minister thanked the IMF, on behalf of the country’s highest authority, for its support in implementing economic reforms, and reaffirmed the government’s commitment to fulfilling its obligations toward the Bretton Woods institutions. For its part, the IMF team welcomed the effective implementation of the reform on the deconcentrating of expenditure authorization and the operationalization of the General Directorate of Treasury and Public Accounting (DGTCP), a reform awaited for fourteen years. The IMF technical mission, the document specified, is in Kinshasa from February 25 to March 4, 2026. During this period, several working sessions are scheduled with various state entities to assess structural benchmarks, consolidate technical data and pave the way for the third program review.

“Technical discussions will continue to refine the data. The indicators are positive for calmly preparing the third program review,” concluded Félicien Mulenda, Coordinator of the Technical Committee for Monitoring and Evaluation of Reforms (CTR), as quoted in the statement.
