Kinshasa, August 5th, 2025 (CPA) – The digital portal of the Ministry in charge of the Portfolio marks a strategic turning point in the quest for modern and transparent governance for the nation, has indicated on Tuesday, the Deputy Prime Minister in charge of the Interior and Security, at the launching ceremony in Kinshasa. ‘This event marks a strategic turning point in our quest for modern, transparent and efficient governance at the service of the nation and its economic future in a world resolutely focused on performance and transparency’, has declared Jacquemain Shabani, Deputy Prime Minister in charge of the Interior and Security, representing the Head of State. « In a world resolutely focused on performance and transparency, rigour in the management of public assets is no longer an option, but an imperative. And in this fight for efficiency, digital technology is becoming an essential lever », he has added. Jacquemain Shabani has reminded us that the companies in the State’s portfolio have long represented a paradox: intended to be instruments of development, they have all too often deviated from their original mission, plagued by opaque practices, approximate governance and a weak culture of accountability. « What was needed was the courage to act, to break with inertia, to refuse complacency and to place the general interest above private interests. Major reforms have been undertaken (…) But what was missing from this edifice was a foundation of transparency and interconnection, a robust digital platform capable of centralising, structuring and securing strategic information relating to public and semi-public companies. This is the foundation: the digital portal of the Ministry in charge of the Portfolio », has said the representative of the Head of State.
‘The digital technology is a prerequisite for administrative sovereignty’
« The digital technology is no longer an option in our march towards emergence; it is a prerequisite for administrative sovereignty and the resilience of our institutions. And it is in this spirit that the President of the Republic is calling on all the parties involved, general directions, sectoral ministries, supervisory bodies and technical partners to take full ownership of this tool, to nurture and enrich it, and to guarantee its reliability », has hammered the Deputy Prime Minister in charge of the Interior. For him, this workshop, by training managers and public servants, will enable them to master this tool and put it to work in the service of sound management, where each project will be driven by excellence. « The effectiveness of this platform will not depend solely on its technology; it will depend above all on the professionalism of the staff and the unreserved support of all those involved. This portal is first and foremost a call to action. It invites us to cultivate a culture of transparency, to reject corruption and to promote exemplary governance. It reminds us that the prosperity of our nation depends on the integrity of those who serve it », he has stressed.
The digital portal is part of the implementation of the recommendations made at the General Estates
In addition, Jean-Lucien Bussa, Minister in charge of the Portfolio, has pointed out that this workshop is fully in line with the implementation of the recommendations formulated during the General Estates of this ministry held from December 9th to 14th, 2024. These national meetings, he has said, had highlighted the need to equip companies in the State portfolio with robust digital tools capable of enhancing transparency, accountability and efficiency. ‘The State portfolio, our common heritage, can no longer be managed blindly (…) Indeed, since independence, public companies have played a central role in our national economy’, he has insisted. For his part, Gilbert Kabanda, Minister in charge of Scientific Research, has revealed that 2,551 Congolese researchers from the five (5) continents are currently registered with his ministry’s digital portal to monitor the annual activities of Congolese scientific geniuses. ‘Thanks to this portal, we can also coordinate, in accordance with the instructions of the Head of State, the scientific work carried out within the sectoral ministry and public service establishments, as well as ensuring the protection of the results of independent researchers’, he has added.
