ESU minister demands school heads to follow syllabus guidelines

Kinshasa, July 10th, 2021 (CPA).– The Minister in charge of Higher and University Education (ESU), Muhindo Nzangi, demanded that the heads of establishments in his sector in a circular note, strictly adhere to the directives relating to the syllabuses, a learned Friday, the CPA within this department.

« By virtue of the educational contract which binds the members of the Academic and Scientific Corps to the students in the Establishments, we must all invest ourselves so that the relationship between the teacher and the student is carried by the high scientific, social and moral values. », Indicated Minister Muhindo.

He invited these funds to disseminate, apply and enforce, in their respective establishments, the provisions according to which: « the syllabus was initially conceived as the didactic support of a course ».

The syllabus takes up, he noted, most of the material to be taught, in order to help the students to have a better understanding.

He pointed out that the content of the syllabus must be related to the training objectives and must include a series of information on the teaching-learning process, the minimum of which must include the objectives of the course, the minimum content of the course, teaching methods and strategies, assessment strategies, lesson plan and updated bibliography.

Minister reaffirms decision to ban compulsory sale of syllabuses

Meanwhile, ESU Minister Muhindo Nzangi reaffirmed his decision prohibiting the compulsory sale of the syllabi to students by the teacher, including in its form of « copyright ».

To this end, it repealed the provisions relating to the pricing of syllabuses, contained in the Circular Note of January 28th, 2017 on the regulation of the sale of syllabuses.

 « Following the allocation of the hourly load which is done at the beginning of each academic year by the Faculty / Section, all teachers have the obligation to make available to the Faculty / Section, depending on the case, the version electronic syllabus of each course assigned to him,”said the Minister of ESU.

Heads of establishment, academic secretaries general, deans of faculties / heads of sections, are responsible, according to the Minister of ESU, to ensure the follow-up and application of these directives, including non-compliance with this circular exposes offenders to sanctions, in accordance with the relevant legal and regulatory texts.
