The APNODE network calls on deputies and senators to support the Government in the face of major challenges

Kinshasa, June 6th, 2021 (CPA).- The expert in legislative evaluation and executive at the studies office of the Congolese Senate, Germain Mbav Yav, within the framework of the network “Association of African Parliamentarians for Development and Evaluation (APNODE ), called on deputies and senators to support the Government in the face of the country’s major challenges.

He made the call on Friday during a round table organized by video conference on Friday under the theme: « The role of parliamentarians in the post COVID 19 recovery in Africa; the steps and key actions for African countries to recover from the COVID-19 pandemic”.

The Senate executive, who addressed some fifty parliamentarians, both Congolese and other African nationalities, advised parliamentarians from both the Majority and the Opposition to vote on laws and budgets and to contribute to the development of public policies to face the challenges post COVID-19.

Germain Mbav Yav suggested that parliamentarians help the government with reflections, ideas and constructive debates.

Opposition parliamentarians, he said, far from radically opposing all public policies and actions, must alert the government to major public policy issues

He recommended that parliamentarians make government decision-makers and national opinion understand the new issues such as the economic free trade area in Africa, stressing the need for these parliamentarians to carry out scientific assessments in particular while respecting the appropriate methods and international standards for the evaluation of public policies.

Germain Mbav Yav wanted parliamentarians to participate actively in political, economic and socio-cultural decision-making. The round table organized by APNODE, which is part of the local public policy assessment week, took place from May 31 to June 4, 2021, it should be remembered.

Its objective was to contribute to advocacy and knowledge sharing in monitoring and evaluation.

The evaluation week events cover a range of themes, namely, evaluation in the context of conflict, legislative evaluation, the place of evaluation in public policy making and evaluation as public management amendment tool.

Germain Mbav Yav, it is recalled, is the author of a book published in Switzerland in 2019 entitled: « Towards the evaluating legislator, need to monitor the execution and effects of laws in the DRC ». ACP/
