Kinshasa, September 27th, 2026 (CPA).- The President of the Democratic Republic of Congo (DRC) has ordered the launch of the second edition of the national business climate barometer and the acceleration of the implementation of ministerial assignments, according to a report of the 99th Council of Ministers meeting read out Friday on national television.
“President Félix Antoine Tshisekedi Tshilombo instructed his office, through the ‘Business Climate’ unit, to launch the second edition of the 2026 national business climate barometer, while ensuring sufficient representation of economic operators,” said Patrick Muyaya, Minister of Communication and Media.
He added that the initiative is driven by the need to address the underperformance recorded in the previous edition.
“The first edition of the national business climate barometer had a score of 37%, highlighting an unsatisfactory perception of the business environment and identifying the main constraints faced by economic operators, thereby calling for the implementation of corrective reforms,” the Head of State recalled, as quoted by the Government Spokesperson.
On this occasion, he encouraged the various business associations to participate actively and called on the Government, through the relevant ministries and services, to provide the “Business Climate” unit with all the necessary cooperation. Minister Muyaya said President Tshisekedi is regularly briefed on the persistent difficulties facing the private sector, which reveal significant remaining constraints and insufficient implementation of several reforms undertaken to improve the business climate, despite the guidelines issued and efforts made in recent years.
Assessment of the status of reforms and assignments
According to him, improving the business climate must translate into tangible results for companies, particularly through the separation of procedures, reduction of administrative delays, strengthening of legal and financial security, greater tax and parafiscal predictability, as well as the elimination of irregular practices. The Head of State also asked the Prime Minister to conduct, as soon as possible, a rigorous assessment of the implementation status of reforms and assignments relating to the improvement of the business climate, identifying progress made, ongoing actions and, where applicable, persistent difficulties. The national business climate barometer is an assessment tool measuring the private sector’s perception of the economic and administrative environment in the DRC. It notably helps identify the main difficulties faced by businesses and measure progress made in implementing reforms aimed at improving their operating conditions.
