Kinshasa, December 14th, 2025 (CPA)-. US measures are being considered against Rwanda for its involvement in the attacks in Uvira, in the east of the Democratic Republic of Congo (DRC), for ‘clear violation’ of the Washington agreements signed on December 4th Secretary of State Marco Rubio has indicated on Saturday in his account X, consulted by CPA. « The Rwanda’s actions in eastern DRC constitute a clear violation of the Washington agreements signed by President Trump. And the United States will take measures to guarantee that the commitments made to the president are respected, » Rubio has written. A reaction that echoes the indignant response of Michael Waltz, US Ambassador to the United Nations, in his speech to the Security Council meeting on the same issue on Friday in New York. ‘Instead of moving towards peace, as we have seen under President Trump’s leadership in recent weeks, Rwanda is leading the region towards more instability and war,’ he has declared, adding that the United States ‘is deeply concerned and increasingly disappointed’. Speaking about Kigali’s support, the US representative to the UN also denounced the extent of the support provided by the Rwandan Defence Forces ‘fighting alongside the AFC-M23 in terms of logistics and training’. ‘In recent months, Rwanda has deployed numerous surface-to-air missiles and other heavy and sophisticated weaponry in Nord and Sud-Kivu to assist the M23,’ Mr Waltz has lamented, further denouncing ‘the use of suicide drones and artillery by the M23 and Rwanda’. During the same Council meeting, the Frenchman Jean-Pierre Lacroix, head of UN peacekeeping operations, has sounded the alarm: the offensive launched by the AFC-M23, in his view, is reviving ‘the spectre of a regional conflagration with incalculable consequences’. On December 4th under the auspices of US President Trump, Presidents Felix Tshisekedi and Paul Kagame had signed in Washington the peace agreements initialled on June 27th by their respective ministers in charge of foreign affairs. When the first violations of these agreements occurred, the United States had also worked to convene the Security Council on August 22nd.
