Court of Auditors: Collaboration established with two ministries on mining royalties

Kinshasa, September 3rd, 2025(CPA) – A Collaboration was established on Wednesday between the Court of Auditors, the Ministry in charge of Social Affairs and the Ministry in charge of Mines of the Democratic Republic of Congo, around the mining royalty and the minimum endowment of 0.3% of the turnover of mining companies, during a meeting in Kinshasa.

‘I am delighted with this working session on the management of mining royalties and the minimum allocation of 0.3% of the turnover of mining companies. We have put in place or established the basis for collaboration’, has said Jimmy Munganga, First President of the Court of Auditors. For his part, the Minister of Mines, Louis Watoum has pointed out that the management of mining royalties has a number of shortcomings that merit the full attention of the authorities.

‘The management of funds paid by mining companies to specialised bodies (Dots) is an instrument of sovereignty that places the fate of the development of the populations affected in our own hands, and as mineral resources are exhaustible and non-renewable, every ounce that is mined must be put to good use,’ he has said.

He therefore thanked the Court of Auditors for its pertinent observations, and promised to work towards the proper management of these resources. For her part, Eve Bazaiba, the Minister in charge of Social Affairs has pointed out that this working session with the Court of Auditors was the result of a fact-finding mission by the Court, which had focused on the minimum allocation of 0.3% of the turnover of mining companies to communities, with the allocation directed towards social works for local residents, i.e. those living in the areas surrounding mining operations. According to her, since the introduction of this allocation in 2018, it has only been made possible in 2021, adding that there is mismanagement and poor governance in the execution of certain projects, which is why the Court has called on them to refocus and get back to basics in accordance with the law.
