Kinshasa, April 9th, 2026 (CPA) .- The development of a national regulatory framework for infrastructure to modernize control mechanisms was recommended on Thursday in Kinshasa, the capital of the Democratic Republic of the Congo, by the CEO of the Technical Control Office (BTC), during the national infrastructure conference organized by the Ministry of Infrastructure and Public Works. “We at the BTC recommend the development of a national regulatory framework for infrastructure with the aim of modernizing control mechanisms through the digitization of processes; strengthening the technological and institutional capacities of the BTC Control; and promoting technological innovation in the public works sector,” said Jean Aimé Mavar-Tayey, CEO of the Technical Control Office (BTC). On this occasion, Mr Mavar-Tayey recommended strengthening good governance mechanisms in investment management; and the introduction of a decree by the Prime Minister to make the BTC’s mandatory second-opinion inspection missions systematic, in its capacity as the delegated project owner for the supervision of infrastructure works in the DRC. However, the CEO of the BTC highlighted several challenges facing the national institutions within this system, notably the absence of a structured national regulatory framework, leading to an almost exclusive reliance on international standards; the lack of technical reference documents, particularly standard specifications, standard general conditions of contract (CCTG) and standard detailed conditions of contract (CCTP); as well as the coordination of responsibilities among the various institutions involved in the sector. Furthermore, Mr. Jean Aimé Mavar-Tayey, CEO of the Technical Control Office (BTC), presented the unit, which was established in 1987 by presidential decree as a public service under the supervision of the Ministry in charge of Public Works, with three main tasks: the technical and financial supervision of works in progress; mandatory second opinions on studies and completed works; and the review by a committee of the price variation formula and the updating of general regulations on public procurement. It should be noted that the sub-theme addressed by the panel is ‘the infrastructure project control mechanisms applied by the BTC and the prospects for modernization and innovation for good governance of the sector by 2050’.
