Kinshasa, April 12th, 2026 (CPA). – The recovery of a debt of approximately USD 300 million from a public enterprise of the DR Congo requires a government support, the acting Minister in charge of Industry has indicated on Friday in Kinshasa, in the Democratic Republic of Congo, at the 86th meeting of the Council of Ministers, according to the minutes consulted on Saturday by CPA.
“The Minister of State, Acting Minister in charge of Industry, has briefed the Council members on the need of a greater government support for the recovery of outstanding debts owed to the Industry Promotion Fund (FPI), estimated at approximately 300 million dollars, intended for the financing of structural projects,” it was read in the minutes signed by Patrick Muyaya, government spokesperson.
In response to this concern, the Minister in charge of Industry has asked to the Board of Directors of the FPI to carry out an audit of the portfolio of the said debts in order, on the one hand, to define a more appropriate and efficient recovery strategy and, on the other hand, to identify potential internal malfunctions that may result either from an unsuitable organisational structure, or from a lack of skills, or even from the persistence of informal practices in the allocation of resources to project promoters. However, given the nature of these receivables, i.e. recognised debts, determined amounts, overdue payments and identified debtors, we must await the conclusions of this audit to avoid the risk of causing financial harm to both the FPI and the industrial sector as a whole, in a context in which the Congolese economy, in general, and the industrial sector, in particular, are in need of increased financial resources.
To this end, Muyaya has specified, the Minister in charge of Industry has proposed the government involvement through the establishment of a special commission which will have the mission to categorize debtors according to their good or bad faith, to negotiate transactional protocols for the receivables recoverable through friendly means, to initiate enforcement proceedings with the support of law enforcement agencies, to propose protective measures regarding the assets of insolvent debtors, and expedite the adoption of the decree implementing measures implementing Law No. 23/032 of June 28th, 2003, amending and supplementing Ordinance-Law No. 89/031 of August 7th, 1989, establishing the industry promotion tax.
