DRC: support for community development in Haut-Katanga and Lualaba, subject of an exchange

Kinshasa, November 13th, 2025 (CPA). –The allocation of 0.3% of mining companies’ turnover  to support community development in Haut-Katanga and Lualaba (south-east of the Democratic Republic of Congo) was the subject of discussions between the Ministries of Social Affairs and Mines, according to a statement received by the CPA on Thursday.

‘These discussions on the allocation of a minimum of 0.3% of contributions to community development in the provinces of Haut-Katanga, coordinated by the Supervisory Committee, aimed to take stock of the implementation of the scheme, evaluate the tasks already completed and set out the roadmap for the last months of 2025,’ according to the press release from the committee responsible for supervising, guiding, monitoring and controlling the management of this allocation.

The source reported that the 0.3% allocation, introduced by the revised Mining Code, requires mining companies to devote a portion of their turnover to financing community projects in their areas of operation. It aims to reduce social tensions and promote the equitable sharing of profits from the subsoil.

According to the press release, the discussions also focused on the presentation of the draft supplementary directive on the management of the allocation equivalent to 0.3% of mining companies’ turnover by the ADG of the National Fund for Promotion and Social Services (FNPSS), as well as on the communication and awareness-raising strategy of the Supervisory Committee.

The Ministers in charge of Social Affairs and Mines intend to consolidate the governance of the mining sector in its social dimension, ensuring that growth driven by mining benefits local populations, in accordance with the 2018 Mining Code. It should be noted that this meeting was also part of the evaluation of the roadshow for the inauguration of certain works in the provinces of Haut-Katanga and Lualaba with the Ministries in charge of Social Affairs and Mines, involving experts from the project’s supervision, guidance, monitoring and control committee. ACP/
