DRC: The IGF advocates a systemic and preventive financial control with the academic world

Kinshasa, October 21st, 2026 (CPA)– The General Inspection of Finance (IGF) of the Democratic Republic of Congo (DRC), has opened on Wednesday in Kinshasa, a two-day seminar focused on raising awareness of its 2026–2028 Three-Year Strategic Plan, aimed at the academic and scientific communities with a view to establish a systemic, modern and preventive financial control framework.

“The IGF wants to bring about a fundamental innovation by moving from traditional compliance control to the systemic control introduced in May 2026 (…) This new approach does not replace traditional controls; rather, it integrates them into a comprehensive vision,” Christophe Bitasimwa, General Inspector of Finance and Head of Department, has declared during his opening address. According to Mr Bitasimwa, this change is based on digitalisation, automated data cross-checking and the prevention to block financial leaks before any damage is caused. “It is no longer simply a matter of checking an accounting document, but of auditing a system, of understanding why a management system generates unnecessary costs, poor traceability or a flaw, or poor budget execution,” he has specified, adding that this type of audit requires scientific rigour and a methodical approach.

Addressing the academics, researchers and experts present, the head of department at the IGF has emphasised his organisation’s commitment to build this reform together with the scientific community, rather than imposing a unilateral approach on it. “The IGF is not here to lecture the university or the academic community. The IGF is here to learn, alongside the academic community, how best to safeguard public funds,” he has affirmed, inviting participants not to be “mere listeners, but true co-creators of this reform”. He has also outlined the three main objectives of this meeting: to subject the IGF’s strategic plan to academic evaluation; to build a lasting bridge with the university sector in order to back up recommendations in scientific research; and to prepare the next generation of public finance managers. During this two-day seminar, six key presentations led by experts will cover topics including digital transformation in universities, the use of digital tools in public administration, internal audit, and the interoperability of the State’s digital ecosystems.
