Expo-Béton: Implementation of tax incentive schemes encouraged in the DRC

Kinshasa, October 12th, 2025 (CPA) – The introduction of targeted tax incentive schemes to encourage major infrastructure projects by the government of the Democratic Republic of Congo was recommended on Friday by the Director General of Taxes at the 10th edition of the Expo-Béton Forum, the CPA learned on Saturday from an administrative source. ‘There is a need to put in place targeted tax incentive schemes to encourage major infrastructure projects, while preserving the capacity to mobilize state revenue,’ said Barnabé Muakadi Muamba, Director General of the Directorate General of Taxes (DGI). This, he said, must be implemented while preserving the capacity to mobilize public revenue. The purpose of this statement to the panel was to reflect on the mechanisms for financing and building major infrastructure in the Democratic Republic of Congo under the theme: ‘USD 100 billion to rebuild the DRC and catalyze transformation’.  To this end, the Director General reiterated the duty of every Congolese citizen to pay their taxes, in accordance with Article 174 of the Constitution, emphasizing that taxation remains an essential lever for financing national development.  The same source also specified that the Director General of Taxes raised awareness among participants about the two major tax reforms currently being implemented by his institution: the standardized invoice reform, aimed at modernizing the VAT collection system and combating tax fraud, and the direct taxation reform (IS-IRPP), aimed at improving the efficiency and fairness of the Congolese tax system.  In discussions with participants, the General Manager of Taxes provided clarification on issues relating in particular to the practical application of these reforms in the field, their impact on the business climate and the role of the private sector in the process of mobilizing domestic resources. It should be noted that this panel brought together several public, private and institutional actors. ACP/
