Lubumbashi, October 7th, 2026 (CPA).- A 60-day deadline has been given to a working commission to draft the proposed budget edict for the 2027 fiscal year, during a meeting held at the Governor’s Office in Lubumbashi, Haut-Katanga Province, southeastern Democratic Republic of Congo, CPA learned Wednesday from an official source.
“A 60-day deadline has been given to the working commission tasked with drafting the proposed budget edict for the 2027 fiscal year. I call on experts from the provincial tax and revenue-collection services to put in place strategies likely to increase revenue mobilization,” said Martin Kazembe Shula, interim governor and chairman of the Budget Commission, at the launch of the drafting process.
He added: “To the various services of the provincial executive, I ask you to prepare realistic projections in line with the province’s revenue mobilization capacity.” He also stressed the importance of complying with the legal deadlines for drafting and submitting the province’s proposed budget edict for the 2027 fiscal year.
For his part, Provincial Budget Minister Jean de Dieu Mulenda welcomed the expertise of the members of the Budget Commission, urging them to produce quality work in order to submit to the Provincial Assembly a draft that complies with the agreed guidelines.
The President of the Provincial Assembly, provincial lawmakers, the Mayor of Lubumbashi and the borough mayors took part in the meeting devoted to the province’s proposed budget edict, which must be submitted to the office of the Provincial Assembly no later than 25 November 2026 for consideration and adoption, it was reported.
