Kinshasa: call for a permanent consultation between the National Service and the Provincial Executive

Kinshasa, September 30th, 2026 (CPA).- The President of the Provincial Assembly of Kinshasa, the capital of the Democratic Republic of the Congo, has called for a permanent consultation between the National Service and the Provincial Executive to ensure the proper implementation of the guidelines and objectives set by the Head of State for the City Sanitation Task Force, at the opening, on Wednesday, of this deliberative body’s September session, CPA has noticed.

‘With regard to the city’s sanitation, I am making a passionate appeal for a permanent consultation between the National Service and the Provincial Executive of Kinshasa. This is essential to ensure the proper implementation of the guidelines and objectives set by the Head of State for the City Sanitation Task Force, whose we applaud the involvement,’ has declared Levi Mbuta, President of the Kinshasa Provincial Assembly.

Continuing his remarks, he has emphasized the need for widespread public awareness of the provincial regulations relating to sanitation and motorbike taxi transport. “It is in this context that I urge the provincial government to collaborate actively with the Kinshasa Provincial Assembly to ensure widespread public awareness of the provisions of the edict setting out penalties applicable to the management of household waste in the city of Kinshasa,” he has added. He has specified that sufficient copies of this edict should be made available to the National Service, the Special Environmental Protection Brigade, as well as the relevant departments and the burgomasters of the various municipalities within the city of Kinshasa.

“This same requirement for public awareness applies to the decree regulating the operation of motorbike taxi services in the city of Kinshasa, copies of which must be distributed in particular to the Congolese National Police and to motorbike taxi drivers,” has continued the President of the Kinshasa Provincial Assembly.

However, he has said, since the voting of this decree, it has unfortunately been observed on the ground that police and administrative harassment of our fellow citizens providing public transport by motorbike taxi has not ceased. “The provincial executive must commit itself to the fight against fake government officials, police officers and security service personnel who engage in this shameful practice,” he has concluded.
