Kinshasa Ring Road Project: payment of the third wave of compensation to affected persons

Kinshasa, December 17th, 2025 (CPA) – A third group of persons affected by the construction of the south-east and south-west ring roads in Kinshasa, capital of the Democratic Republic of Congo, received their payment orders on Wednesday during a ceremony organized by the Inter-ministerial Commission responsible for expropriation. ‘This is the third wave of compensation since the official launch of the process. The beneficiaries received payment orders and the minutes of the negotiations between the administration and the owners concerned, signed by both parties,’ said Georges Koshi Gimeya, coordinator of the Inter-ministerial Commission for Expropriation.

According to Mr Koshi, out of some 60 people initially expected, 34 owners actually benefited from this payment phase, after rigorous validation of their files. He reiterated the Congolese government’s commitment to scrupulously comply with legal procedures for expropriation for public utility purposes.   ‘The presentation of valid land titles and bank account details ensured transparency, traceability and security of compensation,’ he said. With regard to cases of partial compensation, Mr Koshi sought to reassure beneficiaries that their land rights would be fully taken care of.

He affirmed that the Congolese State is committed to granting new title deeds in order to guarantee legal certainty for those concerned and prevent any future disputes. Indeed, the government of the Democratic Republic of Congo is continuing to implement its social support policy in the context of major infrastructure works. This operation demonstrates the authorities’ desire to reconcile infrastructure development with the protection of the rights of the citizens concerned. Furthermore, one of the beneficiaries, who requested anonymity, praised the process for its clarity and inclusiveness. ‘Everything went smoothly and without any financial demands. I encourage all those who are still hesitating to come forward. The commission is working hard to ensure that everyone affected is served,’ said one of the compensated owners, highlighting the transparency and seriousness of the administration.

Since the compensation process began, more than 300 people affected by the construction of the Kinshasa ring roads have already been compensated by the state. The authorities have given assurances that the process will continue in a gradual and methodical manner until all eligible persons have been fully compensated. Through this approach, the government is reaffirming its determination to carry out structural projects designed to relieve congestion in the capital, improve urban mobility and stimulate economic development, while ensuring that the rights of the affected populations are respected.
