Kisangani, March 22nd, 2026 (CPA) – The recruitment of an audit firm to review the registry of identified and compensated victims has been launched in Kisangani, in Tshopo province (northeast of the Democratic Republic of Congo), in order to ensure the reliability of the process, according to a statement consulted Sunday by CPA. “Pending government directives, the management informs victims’ communities that a process to recruit an independent audit firm has been launched to examine the registry of identified and compensated victims in Kisangani. This initiative aims to ensure the reliability of the compensation process,” the statement from the Special Fund for the Reparation and Compensation of Victims of Uganda’s Illicit Activities (FRIVAO) read.
According to the same source, resolutions aimed at correcting the compensation process were adopted during the Board of Directors’ session held from March 2 to 5, 2026, with the participation of the support committee, including delegates from the Prime Minister’s Office, the Ministry of Justice, and the Ministry of Finance. These measures have been forwarded to the supervisory authority for validation. Furthermore, the same source reported that the management indicated that no registration or identification of new victims is currently authorized since the resumption of activities.
It warned against any fraudulent practices and announced legal proceedings against perpetrators, while calling on victims to remain patient. At the end of January 2026, the Prosecutor General at the Court of Cassation had ordered the opening of an investigation to shed full light on the management of funds allocated to this institution. The judiciary notably referred to an inflation in the number of victims, rising from around 3,000 certified individuals to more than 14,000, or even 16,000, for the city of Kisangani alone, described as an “uncontrolled increase” by the Minister in charge of Justice.
