Kinshasa, October 5th, 2026 (CPA).- Three infrastructure projects, including a health center and two primary schools, were handed over by the Minister of State in charge of Planning in the territories of Songololo and Mbanza-Ngungu, in Kongo Central Province, southwestern Democratic Republic of the Congo, as part of the Local Development Program for 145 Territories (PDL-145T), CPA observed Monday. “Guylain Nyembo, Minister of State in charge of Planning and Development Aid Coordination (CAD), led an inspection and official handover mission for three infrastructure projects carried out under the Local Development Program for 145 Territories (PDL-145T), in the territories of Songololo and Mbanza-Ngungu, in Kongo Central Province,” said the Communications Unit of the Financing Implementation Unit for Fragile States (CFEF). Accompanied by the National Coordinator of the Financing Implementation Unit for Fragile States (CFEF), Mr. Diddy Nzuzi, and Deputy National Coordinator Mr. Serge Songolo, as well as several local authorities and representatives of beneficiary communities, the Minister of State proceeded with the acceptance and official handover of the Kimpese Health Center, in Songololo Territory, and the Kunda-Masangu and Gombe-Matadi primary schools, in Mbanza-Ngungu Territory. Minister Nyembo, quoted in the statement, called on the beneficiaries to ensure the cleanliness and proper maintenance of the infrastructure made available to them, in order to preserve the facilities and enable them to continue serving the communities over the long term. He also stressed the need to continue efforts so that the population can benefit from the projects expected under the program. He added that, to achieve this objective, he expects the new CFEF management team to draw up an Accelerated Works Plan, which will make it possible to project the implementation rate for 2026. “We must not forget that the President must be able to address the Nation at the end of the year. We therefore need projections that will enable him to have figures to communicate. Above all, the population must be able to see the fulfillment of the promise to benefit quickly from the PDL-145T. Here and elsewhere, we must continue doing the same work of resolving problems so that this promise can be fulfilled,” he stressed.
In addition to handing over the infrastructure, the Minister visited the new facilities, made observations and issued several recommendations concerning the works.
New building provides a more suitable learning environment

The provision of the new Kunda-Masangu Primary School building, which gives the school community a better environment for educational activities, was warmly welcomed by the school community. Mr. Antoine Lutuba Kueno, head of the school, recalled the history of the institution, which was established in 1978 and currently has 843 pupils, including 453 girls. He expressed his gratitude to the Head of State for the project and for the attention given to the education sector.
The new building provides pupils and teaching staff with a more suitable environment for learning and carrying out school activities.
Kimpese Health Center provides an appropriate working environment
The new infrastructure provides medical staff with an appropriate working environment and contributes to improving the conditions under which health services are provided to the population. Ms. Nzuzi Mukoko, medical director of the Kimpese Health Center, expressed her satisfaction with the provision of the new facility. “We had been waiting so long for this new facility, which is the very first government project in Kimpese. And today, on the day of its inauguration, that moment has finally arrived. We are very happy and, as you can see around us, the population is also very happy,” she explained.
She also pledged to ensure the proper maintenance of the facility, in order to keep it in good condition and guarantee its continued use for the benefit of the community.
The acceptance and handover of these facilities mark a new stage in the implementation of the PDL-145T. They demonstrate the continuation of efforts to advance the program and gradually meet the expectations of the population, in line with the vision of the President of the Republic and his commitment to the beneficiary communities.
