National Electricity Company: Launching of electrical document verification operation in Kinshasa

Kinshasa, July 10th, 2025 (CPA) . – The National Electricity Company (Snel) has launched an operation to verify electrical documents and equipment in the GB neighborhood, in the commune of Ngaliema, west of Kinshasa (capital of the Democratic Republic of Congo), in order to combat fraudulent connections and irregularities in electricity consumption, the CPA learned on Thursday from a press release.  ‘Snel has launched an operation to verify documents and inspect electrical equipment in the GB neighborhood located in the municipality of Ngaliema to combat fraudulent connections and irregularities in electricity consumption,’ the statement said.

According to the source, initiated by Fabrice Lusinde, Director General of Snel, this operation began on Wednesday 9 July 2025, by the technical and commercial teams of the Kinshasa-Ouest Regional Distribution Directorate, supported by the Kinshasa Distribution Department. ‘The teams went from plot to plot to inspect: connections to the low-voltage network, consumption bills, prepaid meters and postpaid meters,’ the statement said.  The teams involved in this operation reported that many owners do not have any connection documents and do not pay any bills.

‘With regard to prepaid meters, it was noted that this equipment is simply bypassed. In other words, these customers are supplied with electricity but without any meter readings. All these irregularities are therefore at the root of the power cuts that are causing problems in this neighborhood, while also representing a huge loss of revenue for Snel,’ the source said.  Faced with this situation, the company has affirmed its determination to put an end to fraudulent connections. Legal proceedings will be brought against any agent or individual who illegally restores supply to disconnected homes.  The operation was launched by Dieu Merci Buaka, regional director of Kinshasa-Ouest (DKO), in the presence of Willy Bongonda, head of the division in charge of collection and identification.  The Kinshasa-Ouest regional management announced that the first phase of this operation will last for 15 days and will soon be extended to all municipalities in the capital.
