Professional Training: Public Institution Budget Adopted in Kinshasa

Kinshasa, February 26th, 2026 (CPA) – The budget of the National Institute for Professional Preparation (INPP) was adopted Thursday during the signing ceremony of performance contracts between the public institution and the National Employment Office (ONEM) in Kinshasa, DRC. “The adoption of the INPP budget is an important moment in the life of our institution each year. This budget is not just a financial document; it is the result of in-depth reflection, intensive exchanges over nearly a month, and collective work involving both senior and grassroots staff,” said Godefroy Stanislas Tshimanga, Director General of the INPP.

He explained that an internal committee was established to define major strategic orientations and ensure coherence between institutional ambitions and available resources. After this technical phase, the draft budget was submitted to the Board of Directors for adjustments to faithfully reflect the INPP’s vision and goals. “In accordance with regulatory procedures, the budget was then transmitted to the supervisory authority. Following submission, a mixed commission was formed at the supervisory level to review it. This exercise did not merely validate figures; it translated our commitments into specific obligations in the form of a performance contract, setting clear objectives, specific assignments for each entity, and measurable indicators,” he added. A mid-year evaluation is planned at the end of the first semester in July. This serves as an accountability and transparency tool, ensuring INPP delivers tangible results. “The presence of His Excellency, the Minister, at this ceremony demonstrates the high importance the government of the DRC places on employment, a true lever for economic development, social stability, and promotion of human dignity,” said Fanon Béa Ngombe, Director General of ONEM.

For Mr. Beya, this performance contract is not a mere administrative formality; it represents a real pact of trust between the public operator and its supervisory authority, translating the strategic vision of the supervising ministry into measurable objectives and concrete actions to modernize governance in the labor market in the DRC. He concluded: “This signature comes at a particularly structuring moment for ONEM, marked notably by the recent launch of the *Employment Statistics Control Room*, a strategic tool for monitoring, data collection, and labor market analysis, the progressive digitalization of intermediation services, and the imminent launch of the digital platform and application *Micuba*, aimed at connecting job seekers and employers sustainably. These innovations reflect our commitment to modernization and efficiency.” For 2026, ONEM is committed to optimizing workforce placement, strengthening territorial proximity, accelerating digital services, opening new provincial offices, efficiently matching labor supply and demand, enhancing staff skills, implementing structured training programs, modernizing technical and managerial competencies, consolidating internal governance, managing resources rigorously, complying with administrative and financial procedures, following control body recommendations, and promoting employment for youth and vulnerable groups in accordance with equality of opportunity principles promoted by the Head of State.
