Kinshasa, September 30th, 2025 (CPA).- The review and vote on the 2026 budget for Kinshasa, in the Democratic Republic of Congo, were selected as a priority at the opening on Tuesday of the September 2025 budget session organised at the Provincial Assembly of the Congolese capital. « Two legal priorities have been selected, namely: the examination of the proposed edict on the city of Kinshasa’s accounts for the 2024 financial year, and the examination and vote on the edict on the city’s budget for the 2026 financial year, » said Germaine Tshinyama, Vice-President of the Kinshasa Provincial Assembly.
The speaker of the Kinshasa Provincial Assembly pointed out that this September session is essentially budgetary, in accordance with the legal provision of 31 July 2010 on the fundamental principles relating to the free administration of provinces, and the provision of Article 75 of the APK’s rules of procedure. However, two draft edicts initiated by two provincial deputies will be examined during this session.
‘These are the draft edict on the protection of the population of Kinshasa against the Kulunas and the draft edict on the regulation of public transport by motorcycle taxis in the Congolese capital,’ she said. Addressing current issues in a comprehensive manner, the vice-president of this deliberative body praised the Head of State’s approach of making known to the world the macabre situation of the Congolese genocide perpetuated by Rwanda and its AFC/M23 auxiliaries in the eastern part of the country, emphasizing that ‘I endorse this civic initiative by the Head of State.’
