Tshopo: legal proceedings envisaged against those responsible for the collapse of a sugar complex

Kisangani, March 2nd, 2026 (CPA).– Legal proceedings have been envisaged against those responsible for the collapse of the Lotokila sugar complex, located in the Isangi territory, 90 kilometers from Kisangani, in Tshopo province, northeastern Democratic Republic of Congo (DRC), a senator disclosed on Monday, according to a parliamentary source. “It is an abandoned provincial asset. Its value has dropped from 15 million US dollars to almost nothing today. I will request investigations and legal proceedings against those responsible for the Lotokila sugar complex,” declared Senator Jean Bamanisa following his meeting with Mateus Kanga, President of the Tshopo Provincial Assembly. “Public assets must be protected and those who mismanaged them must be held accountable,” he insisted. In order to establish responsibility, the senator announced the creation of a parliamentary inquiry commission and did not rule out referring the matter to the courts. Once an economic engine and a source of employment, the site is now at a standstill, with severely deteriorated facilities. The lawmaker attributes this situation to years of mismanagement and the absence of administrative oversight.

In addition to the situation of the Lotokila sugar complex, the two officials also discussed provincial priorities, including road conditions, access to electricity and the revival of public enterprises. The senator called for greater transparency, rigor and investment to revitalize the local economy. According to him, the revival of Tshopo depends on safeguarding industrial heritage and ensuring responsible governance, an essential condition for restoring confidence and stimulating development.
